    (1) MAIN OBJECTIVES

    The objectives of the ENYTB CAP system are twofold:

    (i) to provide "unhappy" players, regardless of reason, with sufficient flexibility to change clubs/teams within the league from one year to the next; and,

    (ii) to prevent members from forming powerhouse teams by engaging in unlimited or extreme recruiting at the expense of their fellow members.

    (2) ENYTB Guiding Philosophy

    Unlike other local travel leagues (Empire/Babe Ruth) or house leagues (Babe Ruth), ENYTB does not limit a player's opportunity to play baseball based on territorial boundaries.

    (A) All first-time ENYTB players have the freedom of choice as to what club/team to play for.

    Once a player/family commits to playing for a team, he can not play for any other ENYTB team on a primary basis for the entirety of his first season with that team.

    Regardless of reason, when a player's choice of team doesn't prove to be a good fit for him, ENYTB believes it is a win-win for all concerned, to grant players the opportunity to find a better fit elsewhere in this league.

    (B) All ENYTB rostered players are eligible to change teams once their first season with a team is concluded.

    ENYTB limits the overall number of players each team may take from the league player pool in the current year. ENYTB also limits how many players any team can take from any other team in the same year as well as over their common lifetime.

    Each team is granted a number of overall player credits annually. Teams also can earn bonus credits by bringing UFAs into the league. These RFA credits are used to acquire players from other ENYTB teams.

    The only other requirement to a player transaction is that the player or his family agrees to the change.

    NOTE: Players that qualify for any of several special exemptions recognized by the league, may be taken w/o using these credits.

    Once a team exhausts its credits in any year, it has taken its limit of players from other league teams for that year and it can have no more.

    NOTE: If a team is out of credits and it has suffered player losses to the extent that its viability is at stake. it may apply to the league for CAP relief.
