ENYTB Establishes Policyre: Unpaid Fines and Refunds of Club Security DepositsThis year ENYTB introduced a club (not team) security deposit requirement of $225 for all members. Most clubs paid it but a recent review of club accounts shows that a few clubs slipped through the cracks. (This account is shown separately at the top of each club's Consolidated Invoice page.)The security deposit was instituted to accomplish two important things: (A) To act as a buffer account for teams that leave the league with outstanding fines (this was a significant problem in 2011); and, (B) To put a financial penalty on clubs/teams that gladly benefit from roster protection throughout the off-season only to resign before paying next year’s registration fees. This is deprives our returning and new teams of access to these players during the time period when players and teams frequently make commitments to each other. ENYTB Policy re: Unpaid Fines & Security Deposit Refunds: (1) All unpaid fines must be paid no later than the end of each season (August 15th for the spring/summer season and November 15th for fall season). Thereafter, ALL unpaid fines (where the security deposit is insufficient to cover the full fine amount) shall be doubled (late fee) and the club shall not be permitted to register teams in ENYTB the following season until all its fines are covered, including the late penalty. All offending clubs shall lose ALL roster protection privileges for all their teams during this period as well.(2) All ENYTB clubs are required to maintain a $225 security deposit throughout the off-season TO MAINTAIN ROSTER PROTECTION. (a) Clubs can elect to receive a refund of their security deposit at any time following season’s end, but if they do, they shall not be entitled to roster protection privileges vis a vis other ENYTB members until they re-establish their security deposit and their ENYTB roster. In the interim, "their" players will be free agents and may be lost to other ENYTB members.NOTE #1: Any unpaid fines, including late fees, will be netted out of any refund due.(b) Non-returning clubs are required to request a refund of their security deposit within 30 days of the end of their last season of ENYTB participation (September 15th). NOTE #2: Any unpaid fines, including late fees, will be netted out of any refund due.NOTE #3: Beginning 30 days after the official end of the season, the club's security deposit shall be forfeited unless the club returns the following season and registers a similar number of teams in thefollowing season. This policy was adopted by both the ENYTB Members Council and the ENYTB Executive Board in July 2012. It is intended to encourage the timely payment of all outstanding fines and to prevent members with no intention of returning from taking advantage of normal membership privileges.
