Major Elements Of Merger Proposal

* Umbrella is a federation of existing Leagues, under a single governing body. A new name shall be adopted. The Eastern New York Baseball Federation has been proposed.* Existing AABC Leagues are unique to each age division and shall therefore maintain their current names under the federation. Eastern New York Connie Mack League Eastern New York Mickey Mantle League Eastern New York Mickey Mantle 15 League Eastern New York Sandy Koufax League Eastern New York Sandy Koufax 13 League Eastern New York PeeWee Reese League Eastern New York PeeWee Reese 11 League* The ENYTB Constitution shall be the point of departure for this proposal. Each age division shall appoint a committee to identify any areas of the existing Constitution that may need amendment to reflect the terms of this umbrella. That committee shall have until the end of calender year 2005 to make any recommendations to the full Board for consideration. The Board shall consult with the Transition Committee in deciding such matters. The Transition Committe shall consist of Ed Frye, Andy Smith and Bill Kelts. * Two temporary Board seats shall be provided to each of the other three Leagues combining with ENYTB in this umbrella.* Each party to this agreement may appoint a Division Coordinator in an age division. * The terms of this umbrella shall be made available to the WaSarRen League as well.* Player rights shall be determined as a combination of territory rights and roster rights pursuant to the ENYTB Constitution (Article XVI). Roster rights shall always trump territorial rights. Thus, as the players age up, territories become less and less important, as all players in that age group become league participants.* Any member of the CDL, ENYMML, or ENYCML, meeting the definitional requirements of a full franchise shall be granted a full franchise under this agreement unless ENYTB already has a full franchise in the same area. In such cases, the former shall be granted a co-franchise, which is equivalent to a franchise except the two members have equal rights to restricted players in their common franchise area.* If either part of a co-franchise becomes abandoned or inactive and fails to be re-established for three consecutive years, then the co-franchise of the remaining partner would be converted to a full franchise. * No memberÂ’s primary core area will be given away to another member or double franchised after this agreement goes into effect, without their approval.* ENYTB limits its members to exclusive player rights in a maximum of two core school districts (primary and secondary) and existing members can lose their secondary territory to a new member who wants to establish a franchise and make that area its primary core area. * Any member that is not active in any age division has no player rights in that age division during its period of inactivity.* Regardless of participation at 12U and younger, every player is treated as a first time League player at age 13. This prevents teams from losing rights to their franchise area players by virtue of not participating in the younger age divisions.* There shall be no restrictions on the entry of teams by new members provided their rosters consist of all Free Agents under these rules. * Any member team that follows the rules of the umbrella would be treated the same as any other team. In other words, if a team in Waterford wants to release a player and that player wants to play in So. Troy, so be it. There will be no limit on the number of released players a team can have. However, every team has roster protection. If any member signs another member's player w/o a proper release, that member will be in violation of League rules and subject to penalty, including the death penalty.
