Other Three Local Leagues Vote To Merge With ENYTB!

Welcome to the new era! Tuesday night, after a four hour joint meeting of their memberships, all three of our local "rival" Leagues - the Capital District AAU (13-14-15); the Eastern New York Mickey Mantle League (16U); and the Eastern New York Connie Mack voted unanimously (a couple of abstensions or "with reservation" votes) to merge with us to form a new entity called the Eastern New York Baseball Federation. Many of the ENYMML and ENYCML members in the room were ENYTB members as well, and they provided significant support to this proposal both with their comments and their votes. I thank all of them. Under this proposal, should our League adopt it, all incoming merger teams at aged 16 and 18 will be registered with both AABC and NABF for the upcoming 2005 season and jointly scheduled with our teams that are registered with both AABC and NABF. ENYTB teams that are currently registed AABC only or NABF only will be required to register for both now. Teams will still have the option to register for neither post-season option. Administration and scheduling will be done through ENYTB and its website. The ENYTB will otherwise remain financially separate from the ENYMML and ENYCML for this season (we will not be assuming their obligations to host the AABC tournaments at MM16 and CM18 this year). NExt year we will operate as one League in all respects. Teams at 13-14-15 will NOT be required to register in both AABC and NABF this year but will be required to do so beginning the 2006 season. Administration and scheduling for these teams will be done through ENYTB and its website. These teams will pay the usual ENYTB registration fees this year. These three Leagues will bring about 70 new teams into the Federation. We currently have about 130 teams registered. Thus, the Federation will have approximately 200 teams in its first year. Power Sharing and Governance - We agreed to accelerate the next cycle of League elections and hold them in 2006 instead of 2007. We also agreed to expand the Board to nine elected seats at that time. We currently have 7. In the interim period, we agreed to allow each of those Leagues two seats. Thus, for the remainder of this year we would have 7 elected seats (1 unoccupied), 6 temporary seats, and our 2 Commissioner posts (non-elected). The temporary seats will expire when we have our next election. The centerpiece of this agreement is full acceptance of ENYTB's basic rules on entry and player rights. The occupants of the temporary seats may act as a Constitutional research committee to recommend Constitutional changes that they believe reflect the terms and reality of this agreement. A Transition Committee will oversee these indivdual age division committees. It will consist of myself, Andy Smith, who was instrumental in getting this agreement hammered out and accepted, and Bill Kelts. The Transitional Committee will make its recommendations to the full Executive Board and a vote shall be required. Player Rights - Under this merger agreement, all member teams will have full roster protection all the way through. All first time league players at 15U and below will be free agents provided they follow the steps listed in our Constitution for restricted players. The deadline for such "non-discretionary" release requests would be moved from May 1 to April 15 beginning in 2006. After April 15, first time players would be treated the same as protected players if they reside in a member's franchise area. Players at 16U and above, who were not on a team in our League in the previous year, or whose team does not continue to the next age level, also shall be Free Agents. In the first year of this agreement, ENYMML, ENYCML and ENYTB teams would have full roster protection of their AABC or NABF rosters from last year at 16 and 18 except where a player played in both Leagues last year. In such cases, the player will be allowed to choose which of those teams he will play for in 2005. No player will be allowed to play for two teams in the same age division. Since all member teams will abide by the same player procurement rules, none shall be viewed as "ELITE", regardless of the number of released or "outside" players on their roster Thus, under this agreement, all Federation teams are viewed the same with one possible exception, this year's So. Troy Dodgers 16 team, which is still subject to negotiation. While there was no objection to allowing So. Troy to register its 16 team in the Federation under AABC or anything else, there was concern about allowing them entry into the UNYSABA MM tournament this year. There was no objection to them being eligible for NABF or PONY sanctioned tournament play this year or in teh future. This issue needs to be decided this week and we agreed to do so. The WaSaRen league is not a party to this agreement but this agreement contains a provision offering them the same terms. Bill has been instructed to contact them and make them aware of of this.
