New Bat Restrictions and Other 2012 ChangesPer ENYTB Exec Board/Members CouncilThe members of ENYTB's Executive Board and Members Council met on Saturday Jan 7 to vote on various issues and measures affecting the upcoming season. Some of these issues were governmental, some were operational and some were programmatic. All have been the subject of discussion by both the Executive Board and Members Council for the past several months and were deliberated upon again yesterday before voting. All decisions were unanimous and are reported below.(1) ENYTB Executive Board and Members Council.Rick Miller resigned his Vice-President position in late Fall. At that time, I appointed Matt Terry (Devil Cats & Members Council member) to the Vice-President position on an interim basis. He has done a great job assisting me in all league related matters, including those reported below. Election of all League Officers shall be held later this month. Anyone wishing to run for President, Vice-President or Treasurer should inform the league ASAP. The current candidates are: Ed Frye (President); Matt Terry (Vice-President); and Paul Butch (Treasurer).A second opening was created on the Members Council due to the resignation of John Barna (Brunswick Buckeyes) during the 2011 season. With the concurrence of Matt Terry, I have appointed Jaimie Kosowsky (Tri-City Bombers) and Ed Smith (NY Valley Bombers) to the ENYTB Members Council. They participated fully in the decisions reported below and made numerous positive contributions.There is no limit on the number of members who can be appointed to the ENYTB Members Council. The MC advises the EB and votes on all matters before the league. While taking the views of the MC into account, the Executive Board has the power to accept, reject or modify any recommendation coming from either the MC or the joint EB/MC. Anyone wishing to serve on the MC should notify the League President, Ed Frye. An article describing the requirements for and duties of the position will appear on this News Board sometime next week.(2) Club Deposits.Beginning with the 2012 spring/summer season, the league shall require all clubs (not teams) to maintain a security bond with the league in the amount of $225 per club. This bond shall serve two purposes. One, it shall be used for the immediate payment of any team fines incurred. As fines are incurred and this amount is reduced, it must be replenished by the club within 10 calendar days.Second, this bond shall serve as the basis for granting to clubs the right of roster protection from one year to the next.Every year there are clubs from the prior year who activate their teams with no intention of continuing in the league i.e., it is simply a ruse to extend their roster protection vis a vis other ENYTB teams through the spring when registration closes. This practice disadvantages our returning teams who may like to have those players eligible to play for them. Under this new rule, any club from the prior year, activating teams in this league in the current year and failing to register at least 50% of those teams in the current year would surrender its security bond. Example: Club A had registered 6 teams with ENYTB in 2011. Prior to Jan 15 of 2012 it activates 5 of those 6 teams. For the next three months it enjoys full ENYTB roster protection and website access privileges. On April 1st it notifies the league it is resigning and will not be registering any (or less than 2.5) teams with ENYTB. Under this rule, that club would lose its $225 security deposit.REFUNDS - Any club may obtain a full refund of its security bond any time following the conclusion of the current season by informing the league that it does not expect to return the following season.NOTE: Clubs participating only in the ENYTB fall season have no continuing roster protection rights and can therefore request a refund each year w/o prejudice for the following year. (3) Bat Rules Governing ENYTB Regular Season Play.15U through Adult - wood bat only, wood composites OK14U - BBCOR Certified/-3MAX (MAX diameter 2 5/8")13U - BPF Certified@1.15/-6MAX (BBCOR also acceptable)(MAX diameter = 2 5/8")12U and under - BPF Certified@1.15, MAX Diameter = 2 5/8" and No Limit on MAX weight-length differential.NOTE#1: 14U teams may use their BBCOR bats when playing up vs 15U teams and 13U teams may use their BPF Certified/MAX-6 bats when playing up vs 14U teams.NOTE#2: Bate restrictions for sanctioned post-season tournament play will vary depending on the sanctioning body i.e., PONY, AABC, NABF and CABA have their own restrictions applicable to their tournaments. ENYTB restrictions shall apply to ENYTB regular season play as well its June Madness tournaments. (4) Surcharges and Other Parameters For Teams w/o Home Fields.The proliferation of teams in the league w/o home fields has resulted in various difficulties in league scheduling. To mitigate these effect to some extent, the following parameters will be adhered to:All Ages - teams w/o a home field shall be required to make one additional long distance trip each season and shall be given a lower scheduling priority. The latter means that the league wide schedule will be optimized for teams with home fields first. Further, on those dates where there is a shortage of field availability relative to team availability, some teams w/o home fields may not be scheduled to play. The latter would be balanced across all teams w/o home fields.Ages 12U and Under - there shall be no additional charge at these age levels because of the relative scarcity of such fields i.e., regardless of the size of a surcharge it would have little or no effect on teams securing such fields because they simply don't exist;Ages 13U and up - Each team w/o a home field shall pay an additional $200 per season to register their team. This will help levelize per player costs between clubs with and w/o home fields and it will, combined with the other factors noted above, provide homeless teams with a proper incentive to secure a home field whenever possible.NOTE: For purposes of defining a team as having a home field it must provide the league with enough home field availability to equal at least 30% of its total game request. (5) Maximum Post-Season Berth Awards Going To One Team.It is common for teams to register to be eligible for multiple sanctioned tournament packages under multiple sanctioning bodies in order to increase their chances of winning at least one berth award. In fact, centralized access to multiple options is one of the many advantages of ENYTB membership.Usually, conflicts between different tournament packages preclude a team from being able to guarantee full participation in both and in such cases, the team must make a choice. However, there are occasions when two or more sanctioned tournament packages don't conflict and it would be physically possible for a team to participate in both. In those cases, the league has ruled that teams shall be limited to their choice of one berth award only unless all other eligible teams have passed on a berth that the team also is eligible for. Only then could a team receive berth awards to two or more sanctioned tournaments.NOTE: This rule applies only to berths that are awarded competitively via ENYTB regular season play, June Madness tournament play or other qualification tournament. It does not apply to any berth that is purchased via DIRECT BUY-IN.(6) Use Of Funds Collected Via Fines and Surcharges On Teams w/o Home Fields.Nearly $6,000 has been collected in fines for 2011 (spring/summer and fall). We anticipate collecting another $1,000 before registration closes. In addition, we expect to collect some amount in surcharges from teams at 13U and older who don't have a home field. This pot of money could rise to as much as $8,000 or more before season's end. It has always been the intention of the league to return this money to the members and/or use it to benefit the members of the league. The question becomes how best to do this. Various proposals have been entertained. The EB/MC unanimously agreed to return this money via two separate approaches. One, use a lottery to return at least half of the money to the membership directly. The lottery shall work as follows: To be eligible for this lottery a team would have to have no fines in the 2012 spring/summer season;Winning teams would be drawn randomly (out of a hat) from the pool of all eligible teams and each winner would be awarded $1000;Any winner traveling out of the local area to a sanctioned tournament via a berth won through ENYTB competition (excludes direct buy-in teams) would receive $1,000 in teh form of cash to be used for travel expenses, team party etc.Winners not traveling to a non-local sanctioned tournament earned through ENYTB competition would be given $1,000 in the form of a credit to their ENYTB account, to be used in any succeeding season (fall and/or spring/summer).The rest of this combined fund, not to exceed 50% of the total fund, shall be used for the purpose of reimbursing ENYTB hosts for a portion of costs incurred in hosting these tournaments for the league. This shall include hosts of sanctioned tournaments, June Madness tournaments, and other ENYTB sponsored Qualifier tournaments.Coming Next: Announcement of Winter Meeting Schedule
