DUTIES OF LEAGUE OFFICERS

Section 3.1 President

The President shall preside over all meetings, act as chairman of the executive board and perform all executive responsibilities consistent with his office. The President, or other league officer authorized by the executive board, shall make all disbursements by check signed by him and report these disbursements to the Treasurer as they are incurred.

The President also shall be responsible for make the following position appointments:

The League Administrator (see section 2.9), subject to the majority approval of the Board of Directors;

All ad hoc League Assistants (see section 2.10), subject to the majority approval of the Board of Directors;

Division Directors (see section 2.11) for each age division, at his discretion;

All Executive Committee chairs (see section 4.4), subject to the majority approval of the Board of Directors.

Section 3.2 Executive Vice-President

The Executive Vice-President, in the absence of the President at any League meeting, shall exercise the powers and duties of the President. The Executive Vice-President also shall perform any other executive and/or administrative duties assigned him by the President and shall serve as a member of the Executive Board.

The Executive Vice-President also shall serve as the Player Agent for the League. The Player Agent has the primary responsibility for the determination of each player’s League eligibility, including the collection and certification of all team rosters for league registration purposes, as well as for deciding all matters related to a player’s team eligibility. The latter shall include conflicting claims between or among members to the rights to any individual player. The player agent shall be required to report all his decisions affecting player eligibility immediately to the President and the League Administrator.

Section 3.3 Secretary

The Secretary shall record the minutes of all League meetings, including both general membership meetings and Executive Board meetings, and maintain an organized historical record of all such documents. The Secretary also shall serve as a member of the Executive Board.

Section 3.4 Treasurer

The Treasurer shall record all revenue and costs of the League in an accounting framework consistent with the reporting requirements of a 501-3c incorporation. These duties also shall include the satisfaction of all governmental reporting requirements for taxing purposes. The Treasurer, with approval of the Board, may obtain outside paid assistance, as necessary to perform this duty. The Treasurer also shall report the running balances of these accounts at each regularly scheduled Board meeting and at the request of any Board member. The Treasurer also shall serve as a member of the Executive Board.

Section 3.5 Senior Vice-Presidents and Vice Presidents

Senior Vice-Presidents and Vice-Presidents serve the League primarily through their participation on the Board and/or Members' committee. They also shall perform any executive and/or special administrative duties assigned by the President.

Section 3.6 Commissioners

Commissioners, by virtue of their long association with the League, have significant knowledge of League history and purpose. They are a great asset to the League, serving like a council of elders, providing valuable advice and leadership to the new generation of League Officers. Commissioners may perform executive and/or administrative duties assigned by the President.

Section 3.7 Compensation

No League Officer or Commissioner shall be compensated for performing the normal duties of his position. The Board may elect to issue stipends to selected league officers, not to exceed a total of $500 to any officer in any year.

A League Officer also shall be entitled to reimbursement for direct expenses due exclusively to the normal duties of his position. Individual items in excess of $50 shall require the prior approval of the President or the Executive Board. Receipts shall be required in all instances. Any capital outlays shall require the prior approval of the President or the Executive Board. All reimbursements shall be assessed to the League’s administrative overhead account.
