Sunday, Feb, 21, 2010Meeting came to order at 2:00PM and was adjourned at 4:00PMLeague Officers Presiding:Ed Frye, President, Admin DirectorMatt George, Vice-PresidentJohn Barna, Members' CouncilMatt Terry, Members' CouncilPaula Casey, Assistant Admin DirectorFirst order of business - 2009 Playing Rules were adopted w/o change.NOTE: Wood bat rule will NOT be in force for ages 13U-15U in 2010 regular season. Also, it was decided that 13DR teams will not be required to use -3 bats when playing 14u teams.Regular Season Standings for Tournament QualificationENYTB unveiled its new standings methodology (see handouts below). The new methodology builds on last year's changes i.e., FLEX scheduling and Division Rankings based on strength-of-schedule adjusted won-lost percentage.2010 ENYTB Tournament StandingsThere will be a single standings for each sanctioned tournament where berths are determined on a competitive basis;Only teams eligible for a tournament will appear in the standings for that tournament.Whether a game counts in whatever standings your team is in, does NOT depend on your opponent being registered for the same tournament;All games count;When DR teams play up, that game counts in the older age standings only;When two DR teams in the same age play each other, the game will count in the standings for both ages;Teams are required to have played 12 games to be eligible for a berth awardForfeit wins count towards 12 game min, forfeit losses do not.Three forfeit losses in any tournament division makes the team ineligible for a berth award.These changes mean there will no longer be separate divisions for each competition level but berths can still be earmarked to the top teams in each competition level.Due to the fewness of LoSilver teams at these age divisions, it was decided that sanctioned tournament berths at these age divisions would NOT be earmarked to the Lo Silver Division. Rick Miller suggested that these teams be offered the possibility of entering the ENYPONY tournaments. Approved w/o objection.Tournament berths will be earmarked to various competition levels when registrations in those age divisions are sufficient to warrant it. Otherwise, all berths will be available to all teams, regardless of their competition level. All eligible teams will be ranked by their W/L percentage adjusted for SoS.NABF/PONY SANCTIONED TOURNAMENTSTeams present voted to have the league host an NABF Regional tournament, open to ENYTB member teams only, on the condition that at least 10 teams sign up for this option. All five 14U teams present indicated they would sign-up. The breakeven fee = $200/team to cover the cost of the additional NABF berths the league will be required to purchase. It will be a six team tournament and the winner will receive $2,000 travel allowance from NABF to advance to its 14U World Series in AltaVista, VA on July 21. The Regional tournament will be hosted by the DevilCats, with assistance from Waterford, on the weekend of July 15. It was also decided that the tournament would be run as a joint qualifier with PONY i.e., one team will advance from this tournament in the PONY National Championship Series and one in the NABF National Championship Series. Therefore, to be eligible for this tournament, teams must be register for both the PONY14 and NABF14 tournaments on their team registration page. Registration to this tournament is available to both Gold and HiSilver teams. If at least three HiSilver teams register for this tournament, one tournament berth will be earmarked to the HiSilver Division. NOTE: NABF has adopted a wooden bat rule for all its Regional and World Series play at 14U. Thus, this tournament will be played as a wooden bat tournament. NABF Wooden Bat Rule9.05B Wooden Bats. The following rule will apply to NABF Regional and National Championship Tournament Games. The bat shall be a smooth round stick not more than 2 ¾ inches in diameter at the thickest part and not more than 42 inches in length. The bat shall be one piece of solid wood. Cupped Bats – Forming an indentation in the end of the bat up to one inch in depth is permitted and may be no wider than two inches and no less than one inch in diameter. The indentation must be curved with no foreign substance added. The Bat Handle – For not more than 18 inches from its end may be covered or treated with any material or substance to improve the grip. (see official Rule 1.10A, B, C, and D)NOTE: To 15U Teams: one week later, the 16U teams voted to conduct the 16U NABF tournament in the same exact manner as 14U, described above.AABC Sanctioned TournamentsA major topic of discussion was the considerable and growing dissatisfaction among ENYTB teams at how they are being treated by AABC since George Rogers, our AABC Association Commissioner left this league last year. Those tournaments are hosted by other local AABC leagues. Those hosts provided everyone but ENYTB teams with information on where and when the tournament meetings would be held and where and when teams would be playing their first game. Rogers did not disclose that information to ENYTB teams until literally, midnight before the day of the tournament. And once teams got to the tournament, they were treated no better. For example, Rogers personally required a couple of ENYTB teams to buy AABC insurance at the tournament and then failed to forward the money to the insurance carrier. One team had an injury and was unable to collect for that reason. Teams also complained that when they played George Rogers' teams (Dodgers) head to head, they were not treated fairly. In one case, tournament directors allowed Rogers to withhold the names of his bench players on his lineup card. In another instance, Rodgers went to a game where one of his Dodger teams was trailing one of our teams and stood menacingly behind the plate. The home plate umpire, obviously intimidated, began calling all stikes against our team's batters and no called strikes against the Dodgers' batters. The Dodgers took the lead and won. A fracas broke out and upon leaving the scene, Rogers turned to the crowd and said, "it pays to be a Dodger". Several teams also reported that the tournaments did not follow AABC prescribed rules for who gets the last BYE in a tournament when Rogers' teams were involved.Couple all of the above with more untruths from George Rogers again this year about his reasons for increasing the AABC registration fee another $20 and it is easy to see why ENYTB members now prefer anything but AABC sanctioning/tournament play when there is a choice e.g., NABF and PONY. Leagues in NYC and Long Island, the same AABC region as us, pay as little as $40/team AABC registration fee. ENYTB now pays $85 at most ages and $150 at the older ages. We are paying more than twice as much as other AABC Associations and the difference goes to George Rogers, the Commissioner of our AABC Association, to do with as he pleases. Calls and emails to AABC Regional Director are met with repeated "we have no authority over George". And, now I am told, AABC has passed a rule allowing AABC tournament hosts to charge tournament teams an entry fee of as much as several hundred dollars per team. Not coincidentally, Rogers suddenly finds it lucrative to host host AABC regional tournaments at 14U and 18U. That's a lot of money for teams to be paying for a few tournament games, especially when you aren't given any tournament information until midnight before the tournament begins and once you get there, not getting a fair shake. What you do with your money is your business but this information is provided so that you can make an informed decision. Were every team in this league to sign up with AABC, I'd be writing Rogers a check for nearly $15,000 of your money. I understand he runs AABC and I understand that creates a conflict of interest for Rogers when it comes to his Dodger teams and/or other leagues that he is now a member of. It is no secret that he avidly recruits teams and players from our league on behalf of himself and others. The important thing is that you understand it as well.NOTE: At 13U and 15U AABC provides tournament winners with no travel reimbursement. NOTE: At 14U, AABC provides some reimbursement for travel expense for the World Series only. This is a reduction from years past when AABC provided full travel reimbursement for transportation, food and lodging for all World Series participants. Finally, the 14U AABC entry-level tournament begins very early this year - July 8. To be eligible for that tournament teams would need to shut down their regular season play on Sunday, July 3rd. Given the lateness of Memorial Day (5/31), that would make for a very short regular season. The NABF/PONY tournament begins a week later.FINAL REGISTRATION PERIODAll teams not yet activated need to contact me ASAP to get activated, as we are entering the final four weeks of registration. All activated teams need to: (1) Complete their team registration form and send payment, payable to ENYTB, 5227 Bridle Pathway, Schdy, NY 12303 no later than April 1st.(2) Scan/email paperwork to Paula at paula@enytb.com. Full instructions are provided at Registration > Hard Copy.(3) Be prepared to be contacted by Paula in the next few weeks to provide team availability info. Teams are encouraged to enter info on their own. If you do so, please click CONFIRM when finished and you will be contacted first for verification purposes. Exciting News - ENYTB Awarded Direct Berths To NABF World Series at Ages 14U-16U-18U!!!

If there is membership support for this effort, we will do it. This will be discussed/decided at the upcoming age division meetings. One factor is cost. It will cost the league an extra $1,500 at each age division just to buy the extra berths.
