Looking Forward to 2011 and Beyond...No league is perfect but we try. Schedule reliability is probably the most common problem shared by all leagues. ENYTB provides teams with a custom schedule yet some teams put little effort into the inputs they provide, under the assumption they can change the schedule any time they want, as they want. This is not true and teams that think that way, should find another league to play in. To address the issue of schedule reliability and related abuses from 2010, ENYTB has enacted two major policy changes. They are:As a condition of membership, ALL teams shall be required to be available for at least one long distance travel doubleheader, defined as up to about 100 miles, one-way. Once these games are scheduled, visiting teams shall have no choice but to play them as scheduled or forfeit. Penalty for forfeits of this kind will be quite steep - $200 plus any costs incurred by opponent (ump fees, field rental fees, etc.) plus loss of all tournament eligibility for the offending team. Teams will be allowed to limit the dates on which they they are scheduled to make their long distance trip to any of three, in their order of preferenceThe Number of Allowable Reschedules, Excluding Weather Postponements, Shall Be Limited - Each team shall be limited to two non-weather postponements, provided they give their opponent a 7 day notice via website. In addition, each team will be allowed two no harm/no foul cancellations. (NOTE: One doubleheader shall count as two games). Also, beginning 2011, all online requests for non-weather postponements shall be required to include the reschedule date. Further, any game not updated online within 7 days of its scheduled date (previously referred to as PASSED or expired games) shall now be recorded a no harm/no foul cancellation (NHNFC) provided the team is not over the allowable limit. Where either team is over the allowable NHNFC limit, the game shall be recorded as an automatic forfeit for the offending team or teams i.e., both teams would suffer a forfeit loss for the same game if both were over their NHNFC limit. Penalties for forfeits shall be $75 per forfeited game beginning with the first forfeit. A third forfeit shall disqualify a team from all tournament eligibility. All proceeds from forfeits shall be used to offset game costs borne by teams participating in the ENYTB hosted tournament in the same age division as the forfeit was collected.We had several tampering complaints last year and one conviction. One reason we did not have more convictions is teams dropped their complaints when they understood the penalty for tampering precluded the player from ever playing for the team that tampered with him. They did not like that the penalty was forever or that it was so heavily directed at the player. As a result, the various penalties for tampering violations have been amended as follows:PENALTY For TAMPERING - any team found guilty of tampering shall be ineligible to add to its roster any free agent who played in ENYTB in the prior or current season, for a period of one calendar year. This includes the player the team was found to have tampered with. If a 2nd team from the same club is found guilty of tampering while the first team is still serving its penalty, all teams owned by the same club shall be similarly restricted. A 3rd tampering violation by any team owned by the same club within three years of the first tampering violation shall result in the immediate suspension of the club and all its teams from league participation. The suspension shall be for the current year only. Refunds shall be determined as follows: if suspension occurs prior to March 1st - the club shall be entitled to a 100% refund of all registration fees; if suspension occurs prior to April 1st but after March 1st, the team shall be entitled to a refund of all sanctioning and tournament related fees as well as 50% of all base registration fees paid; and, if the suspension occurs after April 1st, the club shall be entitled to no refunds of any monies paid by any of its teams.A new problem arose in 2010 re: AABC hosted tournaments. ENYTB ceased hosting AABC tournaments in 2007. Apparently no league is willing to host AABC tournaments at 8U-12U and 15U and 17U anymore. This year (2010) AABC (in the person of George Rogers) approached individual ENYTB teams and negotiated individual hosting deals with them. Some informed this league before doing so, some after the fact, and some not at all. Some were given host berths by Rogers/AABC and some were not. When the ENYTB team hosting the tournament was not given a host berth, it was given to a local rival league instead. As a result, one less ENYTB team was allowed to participate those tournaments than should have been the case. That is patently unfair to all ENYTB teams. Thus, the following policy has been adopted:Teams that negotiate their own agreements with AABC/George Rogers to host an AABC tournament in whole or in part shall be ineligible to receive any of ENYTB's berths to that same AABC tournament, unless an ENYTB berth remains unclaimed by all other ENYTB eligible teams. For this purpose, teams that provide fields or assist in the securing of fields for use in any AABC tournament shall be construed as a host or co-host for that tournament. In such cases, it will be expected that they will be provided a host berth by Rogers/AABC i.e., they will be ineligible for an ENYTB berth to the same tournament.Miscellaneous Policies:All member complaints must be submitted to league in writing via new online Complaint Form located in both Club Home and Team Home. Upon submittal of written complaint, league will conduct an investigation and report the final decision back to all parties.Composite Aluminum Bats - ENYTB will NOT adopt NCAA or NFHS standards in 2011 but will follow the NCAA standard (based on BBCOR and ABI) beginning 2012.ENYTB will continue its FLEX scheduling and STANDINGS will continue to be based on each team's league power ranking, rather than raw W-L record.Teams will be asked to vote at their age division meeting on whether to allow teams the option of playing with an unlimited number of EHs during regular season play.
