Meeting came to order at 5:00PM.Handouts were distributed, including extras from our Annual Kick-Off Meeting.Present from the Executive Board were:Ed Frye, President and Executive DirectorGeorge Smith, CommissionerDon Rahn, SecretaryGerry Patnode, TreasurerBill Kelts, Vice President (late)Attendance was good with nearly two-thirds of all teams represented. The meeting was extremely productive and I would like to thank my fellow Board Members for their meaningful contributions.(1) Age Division Coordinators were introduced:15U Division - Don Rahn, Niskayuna16U Division - Gerry Patnode - No. Columbia (Kinderhook area)Each Division Coordinator is responsible for organizing his age division, including the supervision of any Division Directors assigned to their age division. Each Division Coordinator, in concert with the League's Executive Director is also responsible for strcturing the divisional competitions for AABC, NABF and PONY sanctioned tournament berths in his division. DCs will be provided ADMIN access codes to the website so that they can see each member's information on the website. The LCs are also responsible for instructing their Division Directors on website navigational questions that arise in their division. (2) Division Directors were introduced:15U - No volunteers. Still seeking - GOLD - SILVER - BRONZE.16U - Fran Scarlatta - Latham all three positions. Our thanks to Fran. Without volunteers, the system can come to a grinding halt. I hope we can get at least one other volunteer to lighten his load. The Division Directors are each team's main contact with the League in terms of League and website operations. As mentioned at the meeting, the responsibilities of each team to his division director are outlined on each Division News Board on the website (each age division has its own News Board, separate from the League-wide News Board that appears on the public home page). Each team must provide its DD with a printed and signed AABC roster (roster print function is temporarily disconnected while online roster capability is being revised and extended), a copy of each player's birth cert., a copy of your team insurance etc. (3) Handout re: Website OverviewEd Frye directed a broad discussion of website features and navigational procedures.(4) ENYTB Regular Season Playing RulesDon Rahn reviewed the League's playing rules from last year, which were adopted in their entirety by both age divisions. ENYTB rules include the Offical Rules of Major League Baseball excepted as modified by this League. The League rules (exceptions etc.) are available on the website. Umpires can not be expected to know each League's rules. Because of this, all teams are urged to keep a copy of these rules with their scorebook and have them available at all games. You can use the PDF print function available on website to print a copy of the rules. Alternatively, you can use your browser function "Save Page As" to save this file to your hard disk (give it a name) where it can be opened by most word processors. The latter technique us generally applicable to downloading any page from the website and editing it before printing (gets rid of unwanted content before printing e.g., color graphics etc.). It was stressed that all teams are expected to use a high quality baseball - minimum standard being a high school quality baseball.(5) Opening Weekend(i) Format - Games are played on neutral fields to the extent such fields are available. "Overflow" games shall be scheduled in the regular manner on the home fields of individual teams. These are NOT tournament games. They are regular season games and count in the STANDINGS. Teams are responsible for splitting ump fees and the "home" team (not field host) provides baseballs, same as any other regular season game. When two teams play a DH, on OW or any other time, they shall take turns playing as the home team and providing baseballs. This is NOT applicable to split DHs.(ii) Hosts - We try to put games at the same field by age and power rating e.g., all 15U Silver games at one or more fields and all 15U Gold games at another field or fields. Sometimes it is necessary to mix the games by divisions somewhat, either to fully utilize a field or to accomodate a host with teams at different age levels. The latter is necessary because their volunteers for field maintenance and concessions are usually the parents of the players on their teams. The NYCD Knights (Albany Academy), Hoosic Valley Rangers (2 fields at Chapco-Lewis), Bethlehem Eagles (Doubleday and Line Drive), as well as East Greenbush, if their new field is completed on schedule, expressed a strong or definite interest in hosting that weekend. They join Guilderland (2 fields), Queensbury, Utica Falcons (Murnane, Price and possibly 2 fields at DeLutis), and No. Columbia, all of whom showed strong or definite interest previously.(iii) Team Availability - Since Opening Weekend is scheduled first (at least in the age divisions 13U and up) your team availability must be entered and confirmed on the website by April 15. Opening Weekend is scheduled by about May 1. DO NOT MAKE YOURSELF AVAILABLE ON OPENING WEEKEND UNLESS YOU ARE 100% POSITIVE YOU ARE AVAILABLE TO PLAY.With 250 games scheduled on that weekend, the schedule is tightly woven - when you drop out, your opponent loses the opportunity to play altogether and the host fields have unfilled vacancies. Team availability is entered separately on the website for opening weekend and rest-of-season. The latter isn't due until May 1, unless you are planning on starting your season before Memorial Day Weekend. Except for possibly the 13U age group and the lower divisions of 14U, most teams wait to begin their regular season play until Memorial Day Weekend (Opening Weekend) because of the conflicts with school baseball. Last year, some of the Babe Ruth teams that merged with us played on Sundays only from May 1 until Memorial Day Weekend. We can accomodate such requests if there are a sufficient number of teams that desire this option. (6) Entry-Level Sanctioned TournamentsDon Rahn presented the slate of tournaments for the 15U Division and Gerry Patnode did likewise for the 16U Division.ENYTB hosts the 15U tournament in both AABC (Waterford) and NABF (Clifton Park) as well as the 16U tournament in the NABF (Clifton Park). The AABC 16U tournament will be hosted locally as well but not by this League. The PONY tournament will be played in Trenton, NJ. NABF also offers a 15U Classic in TN on July 22. Teams can purchase direct berths to that week long event as well.(7) Handout re: Sanctioned Tournament SeriesSites and dates for all higher level tournaments were provided (of interest to teams that win an entry-level tournament).(8) Handout re: Team Registration Page (from website).A copy of a team's registration page was presented for illustrative purposes. The League fills in the top portion and the team fills in the bottom half (ala carte tournament eligibility choices).(9) Handout re: Teams by age and power rating. The number of teams currently activated/registered by age and power rating were discussed as well as the potential allocation of berths. The latter can't be done until registration is complete. At that time, the LC and myself will determine the structure of competitions (standings) in each age division, including wildcards, team placements, must play requirements and tournament berths.(10) Deadlines for all scheduling inputs were discussed:(i) APR 15 - have your team availability entered for opening weekend.(ii)MAY 1 - ditto for rest-of-season.(iii) MAY 1 - all field availability info must have been submitted to Mark Musto.(11) Rosters - Coaches and players. Coaches should be entered ASAP. Players must be entered on the website no later than May 15 or before your first scheduled game, whichever comes first. Printed and signed AABC rosters also must be submitted to your Div Dir, along with a copy of each player's birth cert. and a copy of your team insurance.(12) New in '06 - Parent disclosure form. This form will explain to parents, ENYTB's roster protection rules. It will be made available on the website for printing. Each team must submit a signed copy to his Div Dir for each of its players. (13) OPEN TOURNAMENTS (for pay)(i) ENYTB Sponsored(a) Last Man Standing - all ages, held last weekend of July (FRI-SAT-SUN). (iii) Conduct yourself in a civil and sportsmanlike manner at ALL times.(iv) Know the playing rules and follow them. (Bring a copy to all games.)(v) Know and observe all League rules on RESTRICTED and PROTECTED PLAYERS as well as TAMPERING. Fully explained in Articles XVI and XVII of the League Constitution. After you have done all of the above, make sure you have as much fun as possible. We thank all the League's managers and coaches for the incredible sacrifices they will make and have already begun to make on behalf of kids playing baseball!!!
