Dual membership refers to membership by a single club in two or more leagues with the same or different teams.Dual participation refers to the same team participating in two or more leagues. Until 2005, ENYTB was the area's only advocate of dual participation. This league suspended its dual participation program following the 2005 season when local rival leagues (ENYMM/ENYCM) began "double scheduling" teams that dual participated in both leagues. (NOTE: Double scheduling is the practice of intentionally scheduling teams on the same dates as they are scheduled to play in another League, despite instructions from the team not to do so.) Without the option of dual participation, most ENYTB members chose to continue participating in ENYTB at all age levels but a few chose to become "dual members" by participating in ENYTB at the age levels 15U and under and in the ENYMM/ENYCM leagues at the 16U/18U age levels. This created a new membership classification, dual members w/o dual participation, referred to as "non-exclusive members". Non-exclusive members benefited from ENYTB player protection at the younger ages but transferred them out of this program at the older ages. This practice deprived ENYTB's exclusive members of access to these players and prompted the league to adopt an official policy re: player protection rights for its non-exclusive members (see Feb 10, 2006, ENYTB News Board). That policy can be summarized as follows:(1) Player protection is a benefit of ENYTB membership, designed to regulate the competition for players among members within this League. (2) Player protection was never intended to provide any member with a safe haven for their younger aged players until they aged up and could be ferried to another league.(3) Any ENYTB member that registers a team or teams in ENYTB and then, in the following year, registers that team or any of those teams in a rival travel league, shall be classified a non-exclusive ENYTB member and non-exclusive members shall not have any player protection within ENYTB at any age level. (4) This policy does NOT prohibit ENYTB members from participating in other leagues. It simply states that this league will not provide its non-exclusive members with a protected feeder program.(5) This policy does not dictate what ENYTB members can or can not do. Our member clubs are free to continue registering their teams in this League or any other League.All of these statements remain as true today as the day they were first written but they were posited on the assumption that a dual member's teams would not be able to dual participate in both leagues because of the predatory scheduling practices of ENYTB's rivals. In our desire to promote baseball and to provide everyone with an opportunity to play the most competitive baseball possible, including participation in a wider scope of post season events, ENYTB is resuming its dual participation program, albeit in an amended form that addresses the "double scheduling" issue AND PROVIDES ENYTB's DUAL MEMBERS (NON-EXCLUSIVE) WITH THE OPPORTUNITY TO PRESERVE/RESTORE THEIR PLAYER PROTECTION RIGHTS IN THIS LEAGUE AT ALL AGES. This program is described next. ENYTB's Amended Dual Participation (DP) Program: Part I - Provisions applicable to all ENYTB dual member clubs, including all non-exclusive ENYTB members, as defined in item 3 above.(1) All dual member clubs shall be eligible to dual participate in ENYTB with any team it also registers in another league. The dual participating team shall be required to register for NABF sanctioning and tournament eligibility. (AABC and PONY sanctioning/tournament eligibility shall not be available to "DP" teams.)(2) Each DP team shall commit to a minimum of 8 "must play" games vs ENYTB teams in either the Gold or Silver Divisions and shall compete in regular season play with other ENYTB teams for NABF Regional tournament berths hosted by ENYTB. All games shall be custom scheduled by ENYTB. ENYTB will also purchase additional NABF berths, keeping the average odds of any team winning an NABF tournament berth close to 50% (ratio of NABF registrations to available berths). (3) All DP teams shall be counted as ENYTB "participating" teams. Any ENYTB dual member club, whose ENYTB teams from the prior year are all ENYTB participating teams in the current year, shall qualify for all ENYTB player protection rights at all ages.(4) The rosters of all DP teams in either league must comport with ENYTB rules i.e., DP teams can not use another ENYTB team's protected players in another league w/o a release or express written permission to do so. (5) DP shall be available in ENYTB at all age levels from 13U thru 18U.(6) DP teams shall be eligible for all ENYTB sponsored events e.g., its League/Division Championship and Last Man Standing tournaments, held sequentially in each age division, immediately following the conclusion of all entry-level sanctioned tournaments in each age division. (7) Games between DP teams registered in the same "other" league shall be double-counted in ENYTB Standings where applicable. (8) Non-weather related postponements by DP teams shall NOT be allowed - DP teams must play all ENYTB games as scheduled (except for weather) or they are recorded as forfeit losses.* (9) DP teams shall pay the same fees as any other ENYTB participating team that is NABF tournament eligible, including any additional optional purchases.(10) DP teams shall be eligible for CASH BACK REWARDS under ENYTB's new LOYALTY REWARDS program for member clubs with 4 or more participating teams (up to $200/qualifying team).(11) Each DP team must provide ENYTB with a minimum of 1.5 exclusive dates for each game it requests. It must also provide a minimum 0.75 exclusive home dates for each game it requests. (Leftover dates shall be used for making-up games postponed by weather.)*NOTE re: Double Scheduling: Each DP team shall be required to give ENYTB exclusive dates for the customized scheduling of its ENYTB games and they will give these same dates to their other league as NO-PLAY dates. (a) If their other league double schedules them on theses dates, they must reschedule those games in the other league or forfeit their ENYTB game. (b) Three forfeits shall disqualify a DP team from eligibility for NABF post-season play.Part II - provisions applicable to clubs from other leagues that want to participate in ENYTB's DP program: The exact same terms shall apply. In addition, the applicant's team roster in either league must qualify as ENYTB free agents. In return, their roster shall be protected by ENYTB for the current season only.
