ENYTB Rule Change re: Releases for players who play out-of-area in age divisions 12U and younger.
posted by Administrator 02/03/2007 12:02:48
RULE 89 - HOME AREA EXEMPTION FOR ROSTER PROTECTED PLAYERS is applicable to any player, including 13 year olds, who played for a franchise other than his home area franchise in the prior year. Rule 89 states, "Any protected player residing in the franchise area of a new member or an existing member that is active in his natural age division for the first time, has the option to play for his home area club without a release. This shall be a one time only option and once a player makes a choice he shall be bound from that day forward by the League’s usual release rules. To qualify for a rule 89 exemption, the player must notify his current team before April 1 of the current season. Otherwise he will require a discretionary release to play for another ENYTB team in his natural age division. Example. John Smith, is a 13 year old player who played in ENYTB's 12U Division in the prior year. Because his home area ENYTB club(s) was NOT active in the age level John participated in the prior year, he played for a team in another area. This year, John's home area club has an active team in his natural age division, 13U. Prior to April 1st, it is John's choice to either stay with his current team or leave and play for his home area club. Either way, John does NOT need a release. To qualify for this exemption, John must notify his current team before April 1 of the current season. Otherwise he will require a discretionary release to play for another ENYTB team in his natural age division.ENYTB's previous policy required such players to apply for a non-discretionary release from their home area prior to their 13U season if they wanted to remain with their prior year's team (player rights clock was restarted at 13U).

Since 1999, ENYTB's main program offering at 13U/15U has been AABC. But, as was discussed in both sessions of last weekend's annual Kick-Off meeting, the AABC program at 13U and 15U is not a good idea for teams lacking the financial wherewithal to travel across country at their own expense.1. AABC's entry-level tournament at 13U/15U is comprised mo... read more
