CAPOLOGY 101 - The ABC's Of ENYTB's
Roster Protection/Player Movement System

ENYTB regulates (limits) the number of players any ENYTB team can take from all other ENYTB teams combined in a single year. It also limits the number of players any team can take from any other single ENYTB team, both in the current year as well as lifetime.

ENYTB's system divides the universe of all players into two general groups: Restricted Free Agents (RFA) and Unrestricted Free Agents (UFA).

DEFINTION: Restricted Free Agent(RFA):

Any player on the roster of an team currently active with ENYTB. Up till Jan 31 each year, this includes all ENYTB registered teams from the prior spring/summer season. It also includes inactive players as well as active. Inactive includes players that were CUT/DNR in the prior two seasons.

The RFA pool is a limited source of players for all ENYTB teams, new and existing. The number of RFAs any team is entitled to in a single year is determined by the various RFA "CAPS" established by ENYTB as well as the various exemptions to these caps that are available. This system is automatically enforced via the ENYTB website. The various caps and exemptions will be enumerated and defined below.

DEFINTION: Unrestricted Free Agent(UFA):

Any player that is not an RFA. For the most part, this includes all players who did not participate in ENYTB in the prior two spring/summer seasons.

The UFA pool is an unlimited source of players for all ENYTB teams, new and existing.

KEY:

(1) OCAP - Limits the overall number of RFA any ENYTB team can add in the current period.

OCAP = ABC + CC + CCC + EBC + LBC

WHERE:

ABC = Annual base credit. For all returning teams, A=1 or 2 depending on whether team is owned by a franchise member. For all teams owned by first year members, A=3.

CC = Compensatory Credits (CC) for RFA losses suffered by the team. (To qualify as an RFA loss, the lost player must sign with another ENYTB team.) To qualify for a single CC, a teams must have two RFA losses. Any team with three or more RFA losses, qualifies for two CC.

CCC = Carry over of compensatory credits from prior years. (All unused CC are carried forward to the next year.)

EBC = Earned Bonus Credits. Teams can earn bonus credits by acquiring new players = UFA. EBC = UFA - ABC i.e., EBC are net of ABC. Also, teams owned by first year members are not eligible for EBC.

LBC = League Bonus Credits per League Review (no set MAX) - a bonus allotment of overall RFA Credits may be awarded to any team based on extreme or extenuating circumstances affecting a team’s viability, subject to league determination/approval.

(2) H2H CAP1 - Limits the number of RFA any team B can take from any team A in any year T. This type of CAP is referred to as a head-to-head (H2H) CAP.

For Existing Teams: H2H CAP1 = 1/yr

(3) H2H CAP2 - Limits the number of RFA any team B can take from any team A over the lifetime of team B.

For New & Existing Teams:

H2H CAP2 = 4 (Lifetime)

(4) CUT CAP - Limits the overall number of RFAs any team B can add from the CUT list of all other ENYTB teams over a three year period.

CUT CAP = 2MAX per three years.

CUT CAP is in addition to all other CAPs. For example, a CUT player would have to fit under OCAP, H2H CAP1, H2H CAP2 and CUT CAP.

NOTE: CUT CAP does not apply to CUTs where Team B is in a lower competition class than Team A or where Team B and Team A are both low silver teams.

(5) DEAD CAP - Limits the number of "UFA" any team B can take from any "dead" team A in any year T. DEAD CAP shall not apply to Low Silver teams. A dead team remains dead for two seasons. After the 2nd year, it is deleted from the system and the players become regular UFA.

DEAD CAP = 3

EXEMPTIONS

There are two special circumstances where teams can qualify for an RFA exemption. They are:

EXEMPTION #1: FRANCHISE PLAYERS

This exemption is available to franchise and co-franchise members only.

It is applicable to players residing in the member's franchise area but currently playing for an ENYTB club with either no territory assignment or with territory that does not include the player’s resident public school district.

In this situation, such players shall be allowed to switch from team A to any team B owned by their home area club w/o counting against ANY of that team's RFA caps i.e., for that team B, the player shall be treated the same as an UFA.

NOTE: Since an RFA with an exemption is treated the same as an UFA, he does not count against any of the various RFA CAPS for team B. Thus, he also does not count as an RFA loss for team A. This is true of all players with exemptions.

NOTE: A player's home area club is determined by the public school district that he resides in. If a player has more than one home area club e.g., co-franchise, the exemption will apply to either unless the player is moving from one home are club to another, in which case this exemption shall not apply.

This is a H2H lifetime cap = 3 on this exemption.

EXEMPTION #2: SIBLING CREDIT – N for 1

This exemption shall be applicable to families with two or more players of similar age, all of whom are classified RFA:Primary on any team A. The sibling credit allows all qualifying players from the same family to switch to the same team B (RFA: primary) for one CAP credit.

Qualification Requirement: To qualify for this exemption, the players must share the same address and the team B must notify the league administrator of the situation.
