ENYTB Policy re: CUTs/RELEASEs

ENYTB has adopted a new system for regulating intra-league player movement. Gone are releases per se. Instead of placing restrictions on individual players in terms of moving from one ENYTB team to another, ENYTB now restricts individual teams in terms of the maximum number of players they can take from the overall ENYTB player pool (known as restricted free agents or RFA) in a given year. In addition to the overall limits, each team is subject to head-to-limits with every other team.

(1) TO SWITCH FROM TEAM A TO TEAM B - ALL players are free to switch teams (transfer from one team to another) within the league as they wish, provided the team they are switching to:

(a) Wants to add them to their roster; and
(b) Has the unused RFA credits to cover the player transaction (or the player qualifies for an exemption).

NOTE: RFA credits can NOT be used to acquire players who are in "active" status on another ENYTB member team during the regular season, defined as May 1 - AUG 15 at 12U and younger, and Jun 1 - Aug 15 at 13u and older.

Players no longer ask for a release. They can simply leave, though it would be a matter of courtesy to inform your prior team that you were leaving. By simply entering a player transaction to the website, the player's new team (Team B) has the power to immediately transfer the player from his prior team's (Team A) roster to their roster. All that's required beforehand is the following:

(a) Team B guarantees the player a roster spot;
(b) Player commits to playing for team B; and,
(c) Team B has the credits to add the player to its roster (or the player qualifies for an exemption).
All affected parties are notified by email whenever a successful player transaction occurs. If a player transaction is in error and the player is wrongly transferred, i.e., the player/family contests that it made a commitment to play for team B and the team has no tangible evidence to indicate otherwise, the player/family needs only to notify the league in a timely manner and the league admin is authorized to undo the transaction.

NOTE: Under this new system, there is no restriction on communication between any player and any ENYTB team i.e., tampering no longer exists, by definition.

(2) TEAM CREDITS - On AUG 15 of each year, or later for new teams, the league gives each team a number of credits according to various formulae set by the league. Each credit entitles the team to "take" a player from the roster of another ENYTB team, provided the player has consented to the transaction. The targeted player could be:

(a) Active on his current team;
(b) On his current team's Did Not Report List (DNR); or,
(c) On his current team's CUT List.

There are two generic types of limits or CAPs:

(i) overall; and,
(ii) head-to-head.

A successful transaction requires that the team has sufficient space under all applicable CAPs. When a team exhausts its overall credits, it is ineligible to take additional players from the league's player pool. When it exhausts its head-to-head credits vis a vis any given team, it is ineligible to take additional players from that team, even if it still has unused overall credits.

NOTE: Under extreme and abnormal circumstances, teams may appeal to the league for bonus credits. In each such case, the Members' Council and Executive Board together shall determine whether to approve bonus credits, how many and what kind.

It should be noted that teams are granted COMPENSATORY CREDITS for players lost to other league teams, provided the player didn't leave by qualifying for an exemption. Also, unused compensatory credits carry forward to the next year. All other credits expire at the end of the year if unused.

(3) CUT PLAYERS - Any player cut by a team, including those who "self-cut" by requesting their own cut, remains a restricted free agent (RFA) for one year, subject to all applicable caps, UNLESS that player is switching to a lower level team.

CAP1 Bonus Credit aka CAP6 Credit - Any CUT player switching to a lower level team e.g., from a GOLD to a HI SILVER team or a HI SILVER team to a LO SILVER team (also includes players switching from one LO SILVER team to another) is eligible for an instant CAP1 bonus credit provided the team he is switching to has not used up its allowance of CAP6 credits. Each team is allowed a maximum of two CAP6 credits in any three year period.

One precaution about this credit. It applies to the overall CAP only (CAP1). This means both head-to-head caps, CAP 2 and CAP3, still apply.

IMPORTANT: CUT Players moving laterally or upwards, are subject to the same team caps as active players (regular RFA).

(4) EXEMPTIONS - The league also grants exemptions to players in certain situations, as follows:

(a) FRANCHISE PLAYER - certain members qualify for franchise status. A player residing in the franchise area of a franchise member may "switch" to a team owned by the franchise member, exempt from all credit limits.

(b) PLAYING-UP[/b - A player leaving his current team to play-up on an older-aged team shall qualify for an exemption provided his current club can not or does not match the offer. This exemption has an overall limit of two per year (CAP4) and a head-to-head limit (CAP5). Any team availing itself of this exemption is required to play up for two consecutive years. This exemption is not available to first year teams.

(c) SIBLING EXEMPTION - Two or more siblings can switch teams for one credit combined. Bonus credits are extended to the team to offset the addition of the other siblings.

SUMMARY

Clubs have only two roster options for removing players from their active rosters: DNR or CUT.

If a team places a player on its DNR, the player remains an RFA on that team's DNR list for two years or until the player is added to another ENYTB team's roster, whichever happens first.

If a club/team CUTs a player, the player remains an RFA on that team's CUT list for one year or until the player is added to another ENYTB team's roster, whichever happens first. If a CUT player transfers to a lower level team he qualifies for a CAP1 bonus credit, provided his new team has not already exhausted its CAP6 limit. Otherwise, his new team must have an unused CAP1 credit to be able to add him to its roster.

Once again, under ENYTB's new intra-league player movement system, all players are free to leave their current team to go to a new team, provided that the new team wants them and has the required cap space to add the player to its roster.

There are two important deadlines to be aware of.

The deadlines for adding RFA from another team's active roster list (excludes CUTS and DNR) are:

(a) MAR 1 - teams 12u and younger; and,
(b) APR 1 - teams 13u and older.

NOTE: There are no deadlines for adding players from another team's DNR or CUT List.

These policies were approved by the ENYTB Members' Council and adopted by its Executive Board in the fall of 2012, retroactive to June 1, 2012.

IMPORTANT: Teams can not opt out of these or any other league rules. That is a condition of membership.
