Can My Club/Team Organize a Public Tryout?
Yes.Our constitution, available online (League Info > Governance > Constitution), has a provision (Section 17.5) addressing public tryouts. For your convenience, this provision is repeated below. The first thing to understand about Section 17.5 is that just because a player comes to a public tryout, it does not give you any special immunity to our rules re: player protection.Also, any ENYTB club/team conducting a public tryout MUST ask EACH player attending the tryout if he played on a team in this league in the prior season. If the answer is yes, the player can participate in the tryout but you can't do anything else with him w/o a release or permission from his 2008 club/team. This means you can't offer him a position on the team, you can't tell him he would have a position if he had a release and you can't let him continue to practice with your team.If the player answers he did not play for an ENYTB club/team in the prior season, he may be still be a "restricted" player if he is aged 15 or younger and lives in the franchise area of an ENYTB franchise member. If this is the case, then you must proceed similiar to above for a roster-protected player i.e., you can't do anything else with him beyond the tryout w/o a release or permission from his 2008 club/team. The difference is restricted players are eligible for non-discretionary releases (can not be denied) provided they follow ENYTB's protocol for obtaining a non-discretionary release. Section 17.5 Open Tryout First Contact ExceptionFor both protected and restricted players, the only exception to the First Contact Protocols prescribed in section 17.2 is when a player attends an open tryout (public announcement) at his own initiative.RULE 123 It is permissible to allow any league protected or restricted player to participate in an open tryout attended at his own initiative without first contacting his current club/team.Under this exception no player is allowed to participate in more than one open tryout for any particular league club in any calendar year. Protected Players - A discretionary release or permission for unlimited contact must be obtained from a protected player’s current club/team owner or designated representative BEFORE a player can begin participating in regular team workouts/practices or other organization activities. Release requests can be made by the player or another member on behalf of that player.Restricted players - A non-discretionary release or permission for unlimited contact must be obtained from the player's home area club BEFORE a player can begin participating in regular team workouts/practices or other organization activities. Release requests can be made by the player or another member on behalf of that player.Note: An invitation directed to an individual protected player to attend a tryout is not allowable without a release or permission for unlimited contact.
